Nazario C. Vasquez, Chairman
Nazi is considered as one of the pillars in the development of geothermal energy in the Philippines. He was the main architect of the expansion of this indigenous resource when the country successfully implemented the Build, Operate and Transfer (BOT) law for the geothermal power plants in the energy sector. He spearheaded the installation of 640 MW and 104 MW capacity power plants in Leyte and Mindanao respectively. The impact of this program ensued with the utilization of as many as 10 rigs from 1991 to 1997.
Prior to this, he had been at the forefront in the development and commissioning of the first 112.5 MW geothermal power plants both in Leyte and Palinpinon in 1983. He made sure that the drilling programs required to deliver the steam supply for the commissioning of these power plants were completed on time. He also ensured that the steam-field design, the erection of the pipeline and the separator facilities are completed on schedule to match the commissioning of the power plants. He made PNOC-EDC a fully integrated company with the capability of exploring, drilling, developing, producing and converting geothermal energy into electricity from the steamfield to the power plants. He became Chairman and President of PNOC-EDC until 2002 where the company generated up to USD 300 million of revenue.
Nazi was the President of Advance Research on Energy Philippines (AREP) from 1988 to 1991 working with Waza Corporation of Japan in the geothermal development works in the south island of Kyushu, Japan. Before joining FEDCO, Nazi was consultant to the Office of the Chairman of PNOC-EDC until May 2004 and the Marubeni Geothermal Power Division from September 2004 to September 2005.
Nazi holds a Bachelor of Science Degree in Geology with Certificate in Seismology International Institute of Seismology and Earthquake Engineering (IISEE), Tokyo, Japan; Certificate in Geothermal Energy Development, Kyushu University, Fukuoka, Japan and Certificate in Management Development Program, Asian Institute of Management (AIM), Manila, Philippines.
Zosimo F. Sarmiento, President and CEO
Zammy was formerly the Senior Manager of Reservoir and Drilling Division of PNOC-EDC. As Manager for Reservoir and Resource Management, he made sure that all the geothermal fields of PNOC-EDC were prudently managed to sustain the steam delivery to the power plants. He was instrumental in the introduction and adoption of advanced technologies in the optimization of steam production in the various fields; e.g., high pressure operating condition for turbines, use of topping and bottoming plants to optimize generation from existing wells, acidizing, gas lifting, use of coil tubing, wireline logging, downhole camera, calcite scale inhibition, online data base management, wellbore and reservoir simulation. He was responsible for building the company’s in-house and independent geothermal reservoir engineering group for reservoir studies and analyses.
During his term at PNOC-EDC, the company had expanded its capacities from 300 MW to what it is today at 1200 MW. He had been responsible in initiating changes in the drilling programs of EDC through the use of under-balanced drilling techniques to handle depleted and under-pressured reservoirs.
At FEDCO, Zammy has been providing services required in conducting due diligence studies, resource assessment; advising and overseeing exploration programs and drilling targets for clients. He has also been lecturing on resource assessment and management at the United Nations University in its short courses in El Salvador in Central America and Uganda in East Africa.
Zammy holds a Bachelor of Science Degree in Mining Engineering, a Fellow at the United Nations University in Iceland with a Masters Certificate in Project Management at George Washington University, USA. He also has a Certificate in Management Development Program, Asian Institute of Management (AIM), Manila, Philippines.
Roberto R. Abanes, Chief Operating Officer
Mr. Abanes was formerly the General Manager of the Energy Drilling Division of PNOC-EDC, directly in-charge of the operations of the various rigs of the company used in drilling for geothermal and oil and gas wells, both for the company and its clients.
Under Mr. Abanes’ stewardship of Energy Drilling Division, PNOC-EDC had provided:
- drilling rigs, drilling services and supervision to Philippine Geothermal Incorporated a subsidiary of UNOCAL. (Geothermal)
- drilling rig, drilling service and supervision to Lihir Mining Company in Papua New Guinea. (Geothermal)
- drilling rig, drilling services and supervision to Gulf Resources in Indonesia. (oil and gas)
- drilling rig, drilling services and supervision to PNOC Exploration Corporation – another subsidiary of PNOC – EDC. (oil and gas)
He is currently a Drilling Advisor for Star Energy based in Jakarta, Indonesia.

Lucio O. Samonte, Chief Financial Officer
Chito was formerly Vice President and General Manager of the Energy Drilling Division of PNOC EDC. He had acted in various capacities in the rigs making him fully capable of handling operational problems normally encountered in drilling operations. He managed the operations of PNOC Exploration Group, PNOC-Coal Operation, Malangas Coal Mine, PNOC- Energy Supply Base and PNOC Energy Research Center Division. He used to be President of Filclad Industries Inc., a private company engaged in the sale and installation of perlite thermal insulation in geothermal pipelines and building air-conditioning systems.
Chito holds a Bachelor of Science Degree in Mechanical Engineering.
